Who is eligible to join FLCLASS?
FLCLASS is open to all political subdivisions, instrumentalities of political subdivisions, and state agencies in the state of Florida including counties, cities, towns, villages, school districts, special districts, and other public entities. The management of FLCLASS is under the direction of a Board of Trustees comprised of eligible Participants of the FLCLASS program.
To join FLCLASS, please complete the following:
Enrolling in FLCLASS is simple. Under Florida Statutes, Section 218.415, Florida governmental entities have the power to invest in any intergovernmental investment pool authorized pursuant to the Florida Interlocal Cooperation Act as provided in Section 163.01 of the Florida Statutes. The Instrument of Adoption must be signed by the finance director, treasurer, chief financial officer, or other local official who is properly authorized to invest public funds of an entity.
After reading the FLCLASS Interlocal Agreement and Information Statements, Participants may join the program by one of two methods:
Method 1: Execute an Instrument of Adoption
- Adopt the Interlocal Agreement by signing the Instrument of Adoption
- Complete the FLCLASS Registration Packet by Instrument of Adoption
- Complete the Authorized Contacts Form
- Complete the Accounts to be Established Form

Method 2: Approve an Authorizing Resolution
- Pass the Resolution Authorizing Participation in FLCLASS
- Adopt the Interlocal Agreement by signing the Instrument of Adoption
- Complete the FLCLASS Registration Packet by Resolution
- Complete the Authorized Contacts Form
- Complete the Accounts to be Established Form
